These terms govern your use of Neon, in plain language.
1. Who we are
Neon is an online marketplace that connects clients with independent freelancers in Egypt and the Gulf. Neon is not a party to the work agreed between a client and a freelancer; it provides the platform, escrow through a licensed payment partner, and dispute resolution.
2. Accounts
You must be 18 or older, give accurate information, and keep your password secret. One person, one account. Freelancers in Egypt may verify their identity with their National ID; we keep only derived details (age, governorate), never the number itself.
We may suspend accounts that break these terms, for example fake identities, scams, harassment or attempts to take payments off the platform.
3. Orders, contracts and escrow
When a client orders a service, accepts an offer, hires on a job or pays a milestone, the money is held in escrow and released to the freelancer when the client approves the work, or automatically 7 days after delivery if the client neither approves nor asks for changes.
Clients can request revisions within the package's allowance, ask for more time or a mutual cancellation, cancel late service orders for a full refund, or open a dispute. In a dispute, Neon reviews the contract's messages and deliveries and decides to release or refund the money held in escrow.
4. Fees
Freelancers pay a 8% commission on each payment (5% with long-term clients, 3% on direct contracts, and 0% on their first EGP 20,000). The first 50 identity-verified freelancers with a live service (the Founding 50) pay 0% for 12 months from the day they qualify. Clients pay a 3% service fee (minimum EGP 10). VAT applies to Neon's fees only. Current rates are always shown before you pay and on the Levels & fees page.
5. Payouts
Earnings become withdrawable 5 days after release. Withdrawals are reviewed and sent within one business day to InstaPay, a mobile wallet or a bank account, with no withdrawal fee. We may hold a payout while we investigate suspected fraud or a dispute.
6. Rules of conduct
Keep communication and payment on Neon: asking for or making payments outside the platform removes all protection and may lead to suspension.
Do not post illegal, misleading or infringing content, spam other users, or manipulate reviews. Report anything suspicious from the content's page.
7. Intellectual property
Unless the parties agree otherwise in writing, the client owns the rights to the work delivered under a contract once it has been paid for in full; for contests, this applies to the winning entry once the prize is paid. Freelancers may show the work in their portfolio unless the client asks them not to.
8. Liability
Freelancers are independent and responsible for their work; clients are responsible for the accuracy of their briefs. To the extent the law allows, Neon's liability for any claim is limited to the fees Neon received for the contract concerned.
9. Changes and governing law
We may update these terms and will announce material changes in advance. These terms are governed by the laws of the Arab Republic of Egypt.
